The project is designed as a black start power plant. After the equipment is gradually started by diesel generator, the boiler is ignited for power generation and grid connection.

Jiangsu Runchang Rubber Technology is a specialized company dedicated to all-steel radial truck tire. The Pearl River Delta Water Resources Allocation Project - Dongguan Supporting Water Plant and Water Distribution Pipeline Project is a major livelihood project for Dongguan City to optimize the use of Dongjiang and Xijiang water sources, smoothly undertake the drinking water sources of Xijiang River and build a safe water supply pattern of "dual water sources". The project is located in Songshan Lake Jinduo Port Area, covering an area of about 19.5 hectare, with a total building area of about 42,000 square meters and a design scale of 1.1 million m3/d. Dongguan Songshanhu Water Plant is the largest single water plant built at one time in China and even in Asia, and one of the 172 major water conservancy projects for water conservation and water supply deployed by the State Council.
On July 16, 2024, Dongguan Water Affairs Group held the trial operation water supply ceremony of Songshanhu Water Plant.
